Why can’t my daughter witness my POA naming her as agent?

Because she benefits from the document — most forms and statutes disqualify named agents and beneficiaries to prevent any appearance of influence. A disinterested witness protects the document and her.

Can the notary also count as a witness?

Generally the notary serves as notary, not as one of the required witnesses — most documents need the witnesses to be separate people. That is exactly the gap this service fills.
